That is what was called an AFFF station. AFFF stands "Aqueous Fire Fighting Foam". Basically it is Dawn dish soap(in the square tank) mixed with seawater(saltwater), by the pump under the tank, and delivered to a piping system, or hoses with a multitude of spay heads and wands adapted for its location and use
